My baby's feet are not growing?

Is it normal for my 11-month-old baby's feet to have not grown since she was 4 months old? She still fits into her newborn shoes. My husband and I are not tall, and she is quite short for her age. Although our doctor wasn't concerned about her height, I'm wondering if I should seek advice from a pediatrician since all babies are different. Am I alone in experiencing this?
